Executive Team

Jerry (Jay) McCargo, President & CEO
Jay McCargo has more than 25 years of successful experience working with organizations from Fortune 500 companies to small businesses in the technology and government contractor market.

Most recently, he served as Vice President of Marketing/Chief Marketing Officer for AT&T Government Solutions, a multi-billion dollar strategic business unit of AT&T, where he had full responsibility for marketing programs and communications; offer management, including pricing strategy; and business unit planning and performance.
Prior to joining AT&T, Mr. McCargo was Vice President of Business Development for WAM!NET Government Services, Executive Vice President Sales and Marketing for NCI Information Systems, and Vice President of Sales and Marketing for the Information Technology Solutions business sector at Unisys Federal Systems. He was also a Director of National Accounts for Verizon Federal Systems.
Mr. McCargo has a BA in Political Science and English from the University of Rhode Island and an MBA in Business Administration from American University. He has professional certifications from the Wharton School of Business at the University of Pennsylvania, the Tuck School of Business at Dartmouth College, and George Washington University.

Robert Mortis, Chief Operating Officer
Robert Mortis joined ARS in 1993, after serving 27 years in the United States Army and retiring a Colonel. He served as ARServices’ Executive Vice President prior to becoming Chief Operating Officer in 2010.
Read MoreMr. Mortis is responsible for all government business operations within ARServices including management, sustainment and growth. He provides leadership and oversight, and directs the resourcing for diverse contracts and projects. He actively participates in strategic and tactical business planning and implementation, helps establish revenue goals, and provides significant input and influence in the corporate ISO 9000 Quality Management processes.
Prior to joining ARServices, Mr. Mortis served as Assistant Commandant of the US Army Quartermaster Center and School in Ft. Lee, VA.. In this role he assisted in the development of logistics doctrine, trained soldiers in a myriad of logistical disciplines and ensured the continued review and update of the school’s five year strategic plan.
Mr. Mortis previously served as mayor of Aberdeen Proving Ground, a military community comprised of 77,000 acres, 22,000 personnel, appropriated and non-appropriated facilities and operations, and an $80M annual budget.
Mr. Mortis has a BS degree from the University of Baltimore and an MS degree from Central Michigan University. He attended the United States Army War College and participated in Perry Johnson’s Lead Auditor and Auditor Quality Management Training.

Kevin Batchelor, Chief Financial Officer
Kevin Batchelor began with ARServices in 2002 and oversees the day-to-day financial operations of the company, including invoicing, accounts receivable, payroll and other financial operations.

Mr. Batchelor’s area of expertise is running the financial operations of SBA certified 8(a) government contractors, venture capital-backed firms, and emerging growth professional services and technology firms.
Prior to beginning with ARServices, Mr. Batchelor worked with Solomon Software, a provider of e-business, accounting, supply chain management and project management software applications. His responsibilities with Solomon Software included setting up accounting solutions in associations and small enterprises.
Before beginning his tenure with Solomon Software, Mr. Batchelor served as chief of finance for InMed, an international humanitarian organization that provides children with necessary medicines and medical care.
He also served as controller for Digital Paper Corporation, a venture capital-backed technology company based in Alexandria, Va., and as the director of finance for the commercial division of Automation Research Systems, an IT and management consulting company.
Mr. Batchelor graduated with his BBA in finance from the College of William and Mary. He serves as the chair of trustees, and previously served as the chair of finance, for the Mount Vernon United Methodist Church.
